On the face of it, this may sound illogical but our inablility to understand that part of the World for so many decades has put us in the mess we live with today. Obviously we had limited resources with which we could use during the Cold War but ten years after the Berlin wall coming down, there was no excuse for the neglect of the Middle East. It turns out that not only did we have very few spies on the ground in countries such as Iraq, but the ones we had, including local informants, were highly suspect and in some cases not working for the American cause at all but for a completely different agenda than our own. Couple that with CIA's shortage of agents who can speak the various Arab languages is frightening. We have never fought a lenghty major battle in that part of the World so the "boots on the ground" aspect is limited.
